๑ สมัชชาฯ มีมติไม่รับร่างรัฐธรรมนูญ ฉบับเผด็จการนี้ เพราะเป็นร่างที่มาจากการทำรัฐประหาร โดยที่ประชาชนไม่มีส่วนร่วมใด ทั้งสิ้น

๒ สมัชชาฯ มีมติว่าการร่างรัฐธรรมนูญที่จะมีขึ้นในอนาคตคควรที่จะไม่ให้สถาบันกษัติย์ยุ่งเกี่ยวกับการเมืองอย่างเด็ดขาด

๓  นับจากนี้ไปสมัชชาฯ จะจัดกิจกรรม รณรงค์คัดค้าน รัฐธรรมนูญฉบับเผด็จการนี้ทุกรูปแบบุ

๔   สมัชชาฯ มีมติจัดตั้งกลุ่มประสานงาน โดยใช้ชื่อกลุ่มว่า "สมัชชาประชาธิปไตยคนไทยในต่างแดน" เพื่อรวมพลังคนไทยทั่วโลกต่อต้านกับอำนาจเผด็จการในประเทศไทย

๕ สมัชชาฯ มีมติว่าจะไม่ยอมรับการกระทำใด ๆ ทั้งในอดีต ปัจจุบัน และอนาคตของรัฐบาลคสช.

สุดท้ายสมัชชาประชาธิปไตยคนไทยในต่างแดน  จะยืนหยัดต่อสู้เพื่อสร้างระบบประชาธิปไตยที่แท้จริงให้เกิดขึ้นโดยเร็ว

Statement by Democratic Congress of Thai's Overseas (DCTO) on May 21st 2016

1. The Congress resolved to reject the anti-democratic draft constitution and urge all Thai people to vote No in the upcoming referendum. The congress rejects the draft constitution because it was composed by the military regime and their cohorts without any mandate from the Thai people, who were entirely excluded from the drafting process.

2. The congress resolves to oppose any future constitution that is drafted by the military regime and their supporters and that is drafted without the full participation and consent of the Thai people. 

3. The congress will actively pursue all available avenues in opposing the current proposed draft constitution.

4. Congress unanimously agreed to set up an umbrella organisation to unite and coordinate the forces of all Thai's living overseas to oppose military dictatorship in Thailand. This organisation will be called the Democratic Congress of Thai's Overseas (DCTO)

5 Congress also resolved not to acknowledge any and all conduct of the ruling military regime, in the pass, in the present and in the future.

Lastly, the DCTO resolve to work towards re-establishing full democracy in Thailand, with basic human rights and the rule of law for all Thai citizens.
